《突發事件應急預案管理辦法》解讀

2024年(nian)1月31日,國務院辦公廳印發(fa)了(le)新修訂的《突發(fa)事件應(ying)急預案管(guan)理辦法》(以下簡稱《辦法》)。記者就《辦法》采訪了(le)應(ying)急管(guan)理部有關(guan)負(fu)責(ze)人(ren)。

一、請介紹《辦法》修訂(ding)背(bei)景與重(zhong)要意義

2013年(nian)10月25日,國務院辦(ban)公(gong)廳制(zhi)定《辦(ban)法(fa)》,在推動建(jian)立健全全國突發事件(jian)應(ying)(ying)急(ji)(ji)(ji)(ji)預(yu)案體(ti)系、規范加強應(ying)(ying)急(ji)(ji)(ji)(ji)預(yu)案管理(li)(li)方(fang)面(mian)發揮了重要作用。2018年(nian),黨(dang)中央對我國應(ying)(ying)急(ji)(ji)(ji)(ji)管理(li)(li)體(ti)制(zhi)進(jin)行系統性(xing)(xing)、整體(ti)性(xing)(xing)重構,原由國務院辦(ban)公(gong)廳承擔的(de)“協調(diao)指導應(ying)(ying)急(ji)(ji)(ji)(ji)預(yu)案體(ti)系建(jian)設”等應(ying)(ying)急(ji)(ji)(ji)(ji)管理(li)(li)職責劃入新組(zu)建(jian)的(de)應(ying)(ying)急(ji)(ji)(ji)(ji)管理(li)(li)部。2021年(nian),應(ying)(ying)急(ji)(ji)(ji)(ji)管理(li)(li)部會(hui)同(tong)有關(guan)方(fang)面(mian)啟(qi)動《辦(ban)法(fa)》修訂工作,在深入調(diao)研、專家論證、廣泛征求各地各有關(guan)部門和(he)(he)社會(hui)公(gong)眾(zhong)意見(jian)建(jian)議基礎上,數(shu)易其(qi)稿形成了《辦(ban)法(fa)》送(song)審稿,并報國務院同(tong)意后(hou)以國務院辦(ban)公(gong)廳名(ming)義印(yin)發實施。《辦(ban)法(fa)》修訂出臺標志著我國應(ying)(ying)急(ji)(ji)(ji)(ji)預(yu)案管理(li)(li)進(jin)入新階段,對推進(jin)國家應(ying)(ying)急(ji)(ji)(ji)(ji)管理(li)(li)體(ti)系和(he)(he)能力(li)現代化具有重要意義。

(一)《辦法(fa)》深入貫(guan)徹落實習(xi)(xi)近平(ping)總書(shu)記(ji)關(guan)于應(ying)(ying)(ying)(ying)急(ji)(ji)(ji)管(guan)(guan)理的(de)重(zhong)(zhong)要(yao)論述(shu)和(he)黨(dang)中央(yang)、國(guo)務(wu)院決(jue)策(ce)部署(shu)。黨(dang)中央(yang)、國(guo)務(wu)院高(gao)度重(zhong)(zhong)視(shi)應(ying)(ying)(ying)(ying)急(ji)(ji)(ji)預案(an)體系(xi)建設(she)工作。習(xi)(xi)近平(ping)總書(shu)記(ji)對應(ying)(ying)(ying)(ying)急(ji)(ji)(ji)預案(an)工作多(duo)次作出(chu)(chu)重(zhong)(zhong)要(yao)指示(shi)(shi)批示(shi)(shi),強(qiang)調要(yao)加強(qiang)應(ying)(ying)(ying)(ying)急(ji)(ji)(ji)預案(an)管(guan)(guan)理,健全(quan)應(ying)(ying)(ying)(ying)急(ji)(ji)(ji)預案(an)體系(xi),落實各環節責任和(he)措施(shi)。《辦法(fa)》深入貫(guan)徹習(xi)(xi)近平(ping)總書(shu)記(ji)重(zhong)(zhong)要(yao)指示(shi)(shi)批示(shi)(shi)精神和(he)黨(dang)中央(yang)、國(guo)務(wu)院決(jue)策(ce)部署(shu),認真(zhen)落實總體國(guo)家安全(quan)觀,堅持(chi)人民至(zhi)上、生命至(zhi)上,適(shi)應(ying)(ying)(ying)(ying)新時代(dai)我國(guo)應(ying)(ying)(ying)(ying)急(ji)(ji)(ji)管(guan)(guan)理體制(zhi)機(ji)制(zhi)改革發展(zhan)需要(yao),在應(ying)(ying)(ying)(ying)急(ji)(ji)(ji)預案(an)體系(xi)建設(she)和(he)預案(an)編制(zhi)、管(guan)(guan)理、實施(shi)等方面提(ti)出(chu)(chu)了一系(xi)列創新舉措,有利于提(ti)高(gao)應(ying)(ying)(ying)(ying)急(ji)(ji)(ji)預案(an)管(guan)(guan)理的(de)制(zhi)度化、規范(fan)化、程序化水(shui)平(ping),推動新時代(dai)應(ying)(ying)(ying)(ying)急(ji)(ji)(ji)管(guan)(guan)理事(shi)業發展(zhan)。

(二)《辦(ban)法(fa)》推動(dong)解(jie)決應急(ji)預(yu)案(an)管(guan)理工(gong)(gong)作(zuo)(zuo)中存在(zai)的突出問(wen)題。近年來(lai),我國應急(ji)預(yu)案(an)管(guan)理工(gong)(gong)作(zuo)(zuo)取得了(le)(le)重要成效(xiao),對有力(li)有序(xu)有效(xiao)應對各類突發(fa)事件發(fa)揮了(le)(le)重要作(zuo)(zuo)用,但(dan)也(ye)存在(zai)一(yi)些(xie)突出短板(ban)。《辦(ban)法(fa)》深(shen)入(ru)總結近年來(lai)應急(ji)預(yu)案(an)管(guan)理和突發(fa)事件應對工(gong)(gong)作(zuo)(zuo)經(jing)驗,重點針(zhen)對應急(ji)預(yu)案(an)規劃、編制、審批、發(fa)布、備案(an)、演(yan)練(lian)、評估、修(xiu)訂等方面(mian)工(gong)(gong)作(zuo)(zuo)作(zuo)(zuo)了(le)(le)優(you)化調整(zheng),完善了(le)(le)頂層設(she)計,創新了(le)(le)管(guan)理制度,固化了(le)(le)經(jing)驗做(zuo)法(fa),從制度層面(mian)解(jie)決了(le)(le)一(yi)些(xie)突出問(wen)題。

(三)《辦法》厘(li)清了新體(ti)(ti)制(zhi)下應(ying)急(ji)(ji)管(guan)(guan)理(li)等相關(guan)部(bu)門(men)(men)的(de)應(ying)急(ji)(ji)預(yu)案(an)(an)(an)管(guan)(guan)理(li)職(zhi)責(ze)。《辦法》明確了應(ying)急(ji)(ji)管(guan)(guan)理(li)部(bu)門(men)(men)負(fu)責(ze)指導應(ying)急(ji)(ji)預(yu)案(an)(an)(an)管(guan)(guan)理(li)工(gong)作、綜(zong)合(he)(he)協(xie)調應(ying)急(ji)(ji)預(yu)案(an)(an)(an)銜接(jie)工(gong)作,有關(guan)部(bu)門(men)(men)負(fu)責(ze)本部(bu)門(men)(men)(行業、領域)應(ying)急(ji)(ji)預(yu)案(an)(an)(an)管(guan)(guan)理(li)工(gong)作,明確了應(ying)急(ji)(ji)管(guan)(guan)理(li)部(bu)門(men)(men)在征求意見、審(shen)核審(shen)批(pi)、備案(an)(an)(an)管(guan)(guan)理(li)、數據庫管(guan)(guan)理(li)等過程中進行預(yu)案(an)(an)(an)銜接(jie)性把關(guan)的(de)要求,有利于(yu)充分(fen)發揮應(ying)急(ji)(ji)管(guan)(guan)理(li)部(bu)門(men)(men)的(de)綜(zong)合(he)(he)優勢(shi)和各相關(guan)部(bu)門(men)(men)的(de)專(zhuan)業優勢(shi),根據職(zhi)責(ze)分(fen)工(gong)承(cheng)擔各自責(ze)任(ren),確保責(ze)任(ren)鏈條(tiao)無縫對接(jie),形成整體(ti)(ti)合(he)(he)力。

二(er)、《辦法》修訂思路是(shi)什(shen)么?

《辦(ban)法》修訂力求(qiu)契合我國應急(ji)(ji)管(guan)(guan)理(li)體(ti)制(zhi)機制(zhi)改革(ge)實際,研(yan)究(jiu)提出應急(ji)(ji)預(yu)案全流程管(guan)(guan)理(li)的任務要求(qiu),為當前和(he)今后一(yi)個時期做好我國應急(ji)(ji)預(yu)案管(guan)(guan)理(li)工作提供制(zhi)度依(yi)據,重(zhong)點體(ti)現在以下三個方(fang)面。

一(yi)是突(tu)出(chu)“全”,構建全領域(yu)全范圍全層(ceng)(ceng)級的應急預(yu)(yu)案(an)(an)(an)體(ti)(ti)(ti)系(xi)。《辦法》銜接(jie)構建大(da)安全大(da)應急框(kuang)架要求,對(dui)應急預(yu)(yu)案(an)(an)(an)體(ti)(ti)(ti)系(xi)分類分級作(zuo)了(le)調(diao)整和細化,明確黨(dang)委和政府審(shen)定(ding)印發總體(ti)(ti)(ti)預(yu)(yu)案(an)(an)(an),強化與黨(dang)委工作(zuo)部(bu)門(men)預(yu)(yu)案(an)(an)(an)有機銜接(jie);充分考慮我國突(tu)發事件(jian)演化規(gui)律新特點,就跨層(ceng)(ceng)級、跨地域(yu)、流(liu)域(yu)性等關聯預(yu)(yu)案(an)(an)(an)相互銜接(jie)作(zuo)出(chu)專門(men)規(gui)定(ding);將工作(zuo)手冊和行動(dong)方案(an)(an)(an)等支撐(cheng)性文件(jian)納入應急預(yu)(yu)案(an)(an)(an)體(ti)(ti)(ti)系(xi)進行統籌管理,推(tui)動(dong)應急預(yu)(yu)案(an)(an)(an)體(ti)(ti)(ti)系(xi)建設“橫向到(dao)邊(bian)、縱向到(dao)底”。

二是(shi)注重“細(xi)”,明(ming)確各(ge)類(lei)應(ying)急(ji)(ji)預(yu)案編(bian)制(zhi)管理(li)流程及(ji)具體(ti)要求。《辦法》對(dui)應(ying)急(ji)(ji)預(yu)案管理(li)全流程各(ge)環節(jie)工作作出規定(ding),強(qiang)調應(ying)急(ji)(ji)預(yu)案編(bian)制(zhi)前通(tong)(tong)過制(zhi)修訂(ding)計(ji)劃優(you)化體(ti)系架構,編(bian)制(zhi)中通(tong)(tong)過協調銜接提高應(ying)急(ji)(ji)預(yu)案體(ti)系的完整性,編(bian)制(zhi)后通(tong)(tong)過評估修訂(ding)推動(dong)應(ying)急(ji)(ji)預(yu)案動(dong)態(tai)更新(xin),每個環節(jie)要求詳細(xi)明(ming)確、操(cao)作性強(qiang)。《辦法》明(ming)確細(xi)化了通(tong)(tong)信、交通(tong)(tong)運輸、醫學救援、新(xin)聞宣傳(chuan)、災害救助等功能(neng)保(bao)(bao)障(zhang)類(lei)應(ying)急(ji)(ji)預(yu)案編(bian)制(zhi)要點,對(dui)重大(da)活動(dong)保(bao)(bao)障(zhang)、重要目標保(bao)(bao)護和基層(ceng)應(ying)急(ji)(ji)預(yu)案及(ji)支撐性文件等進(jin)行(xing)細(xi)化規定(ding),有利于增(zeng)強(qiang)應(ying)急(ji)(ji)預(yu)案的針對(dui)性和可(ke)操(cao)作性。

三是(shi)把準“新(xin)(xin)(xin)”,探索了(le)新(xin)(xin)(xin)時代應急(ji)預(yu)(yu)案(an)(an)管(guan)理(li)(li)工作(zuo)的(de)(de)新(xin)(xin)(xin)路徑。《辦法》適應現代科技(ji)快速發展和國家(jia)治理(li)(li)需(xu)要(yao),在管(guan)理(li)(li)理(li)(li)念(nian)(nian)、管(guan)理(li)(li)模(mo)式、管(guan)理(li)(li)手段(duan)方面(mian)提(ti)出了(le)一系(xi)列(lie)新(xin)(xin)(xin)的(de)(de)制(zhi)(zhi)度措施(shi)。理(li)(li)念(nian)(nian)創新(xin)(xin)(xin)方面(mian),堅持系(xi)統思(si)(si)維、底(di)線(xian)思(si)(si)維、極限思(si)(si)維和精細化(hua)(hua)(hua)管(guan)理(li)(li)、為基(ji)層減負理(li)(li)念(nian)(nian),突出了(le)對(dui)各(ge)級(ji)各(ge)類應急(ji)預(yu)(yu)案(an)(an)全(quan)流程管(guan)理(li)(li)統籌設計以及(ji)預(yu)(yu)案(an)(an)之(zhi)間銜接融(rong)合,補充(chong)了(le)小概(gai)率、高風險、超常規極端情形下的(de)(de)巨災應急(ji)預(yu)(yu)案(an)(an)編制(zhi)(zhi)規定,簡化(hua)(hua)(hua)了(le)鄉(xiang)村和小微(wei)企業應急(ji)預(yu)(yu)案(an)(an)編制(zhi)(zhi)要(yao)求。模(mo)式創新(xin)(xin)(xin)方面(mian),推(tui)行基(ji)于情景構建編制(zhi)(zhi)應急(ji)預(yu)(yu)案(an)(an)的(de)(de)方法,加強編制(zhi)(zhi)、實施(shi)、評(ping)估、改進等(deng)全(quan)生命(ming)周期的(de)(de)質量管(guan)控;借鑒法規規章徑送司法部門備(bei)案(an)(an)的(de)(de)做法,優化(hua)(hua)(hua)創新(xin)(xin)(xin)應急(ji)預(yu)(yu)案(an)(an)備(bei)案(an)(an)制(zhi)(zhi)度設計。手段(duan)創新(xin)(xin)(xin)方面(mian),注重運(yun)用信(xin)息化(hua)(hua)(hua)數(shu)字(zi)化(hua)(hua)(hua)智能(neng)化(hua)(hua)(hua)技(ji)術,強調構建統一的(de)(de)應急(ji)預(yu)(yu)案(an)(an)數(shu)據庫,破解數(shu)據庫關聯難(nan)題,推(tui)動(dong)海(hai)量應急(ji)預(yu)(yu)案(an)(an)數(shu)據管(guan)理(li)(li)和共(gong)享共(gong)用。

三、《辦法》的框架與(yu)主要(yao)內容是什么(me)?

修訂(ding)后(hou)的(de)《辦法(fa)》共(gong)8章43條(tiao),內容(rong)包括:一是(shi)總則(ze),明(ming)(ming)(ming)確(que)(que)(que)制(zhi)(zhi)(zhi)定目的(de)、適用(yong)范圍、工(gong)作(zuo)(zuo)原(yuan)則(ze)、管理職責以(yi)及信息(xi)化管理等(deng)要(yao)求(qiu)。二(er)是(shi)分(fen)(fen)類與(yu)(yu)內容(rong),明(ming)(ming)(ming)確(que)(que)(que)應(ying)(ying)(ying)(ying)急(ji)(ji)(ji)預(yu)案(an)的(de)分(fen)(fen)類,并(bing)針對(dui)(dui)不同層級、不同種類應(ying)(ying)(ying)(ying)急(ji)(ji)(ji)預(yu)案(an),分(fen)(fen)別明(ming)(ming)(ming)確(que)(que)(que)編制(zhi)(zhi)(zhi)要(yao)求(qiu)。三是(shi)規(gui)劃(hua)與(yu)(yu)編制(zhi)(zhi)(zhi),明(ming)(ming)(ming)確(que)(que)(que)應(ying)(ying)(ying)(ying)急(ji)(ji)(ji)預(yu)案(an)編制(zhi)(zhi)(zhi)計(ji)劃(hua)和編制(zhi)(zhi)(zhi)程序(xu)(xu)。四(si)是(shi)審批(pi)、發布(bu)、備(bei)案(an),明(ming)(ming)(ming)確(que)(que)(que)應(ying)(ying)(ying)(ying)急(ji)(ji)(ji)預(yu)案(an)審核內容(rong)和審批(pi)程序(xu)(xu),并(bing)對(dui)(dui)應(ying)(ying)(ying)(ying)急(ji)(ji)(ji)預(yu)案(an)銜接、備(bei)案(an)、抄送、公開等(deng)作(zuo)(zuo)出(chu)規(gui)定。五是(shi)培(pei)訓、宣(xuan)傳(chuan)、演(yan)練,明(ming)(ming)(ming)確(que)(que)(que)應(ying)(ying)(ying)(ying)急(ji)(ji)(ji)預(yu)案(an)解讀、培(pei)訓、宣(xuan)傳(chuan)等(deng)規(gui)定,并(bing)對(dui)(dui)演(yan)練制(zhi)(zhi)(zhi)度、頻次(ci)、評估指導工(gong)作(zuo)(zuo)等(deng)提出(chu)要(yao)求(qiu)。六(liu)是(shi)評估與(yu)(yu)修訂(ding),明(ming)(ming)(ming)確(que)(que)(que)應(ying)(ying)(ying)(ying)急(ji)(ji)(ji)預(yu)案(an)定期評估制(zhi)(zhi)(zhi)度以(yi)及需要(yao)修訂(ding)的(de)情形和修訂(ding)程序(xu)(xu)。七(qi)是(shi)保(bao)障(zhang)措(cuo)施,明(ming)(ming)(ming)確(que)(que)(que)應(ying)(ying)(ying)(ying)急(ji)(ji)(ji)預(yu)案(an)管理人員、經費等(deng)保(bao)障(zhang)措(cuo)施及指導監督要(yao)求(qiu)。八是(shi)附(fu)則(ze),明(ming)(ming)(ming)確(que)(que)(que)解釋(shi)主體、生(sheng)效時間,以(yi)及有關(guan)法(fa)律(lv)法(fa)規(gui)規(gui)章適用(yong)等(deng)規(gui)定。

此次修(xiu)訂,《辦法》從(cong)(cong)體例到結構、從(cong)(cong)機制(zhi)到方式、從(cong)(cong)程(cheng)序到內容,更(geng)加貼合國家應急(ji)管理體制(zhi)機制(zhi)實際,更(geng)加符合應急(ji)預案管理工(gong)作實際。主要體現在以下方面:

一(yi)是注重(zhong)統(tong)分(fen)結合(he),厘(li)清(qing)預(yu)(yu)案(an)管(guan)(guan)理(li)(li)職責。《辦(ban)法》適應(ying)(ying)(ying)黨和國(guo)家機(ji)構改革后(hou)部(bu)門職能調(diao)(diao)整(zheng)和應(ying)(ying)(ying)急預(yu)(yu)案(an)管(guan)(guan)理(li)(li)制度創新,突出(chu)統(tong)一(yi)領(ling)導(dao),明(ming)確國(guo)務院統(tong)一(yi)領(ling)導(dao)全(quan)國(guo)應(ying)(ying)(ying)急預(yu)(yu)案(an)體系(xi)建設和管(guan)(guan)理(li)(li)工作,縣級以上(shang)地方(fang)人民政(zheng)府領(ling)導(dao)本地區應(ying)(ying)(ying)急預(yu)(yu)案(an)管(guan)(guan)理(li)(li)職責;強化(hua)綜合(he)協調(diao)(diao),明(ming)確應(ying)(ying)(ying)急管(guan)(guan)理(li)(li)部(bu)門牽(qian)頭抓(zhua)總(zong)預(yu)(yu)案(an)管(guan)(guan)理(li)(li)工作的職責;強調(diao)(diao)分(fen)類指導(dao),明(ming)確突發事件應(ying)(ying)(ying)對相(xiang)關部(bu)門在各自職責范(fan)圍內負責本部(bu)門(行業、領(ling)域)應(ying)(ying)(ying)急預(yu)(yu)案(an)管(guan)(guan)理(li)(li)工作。

二(er)是注(zhu)重(zhong)系統謀劃,優化預(yu)(yu)案(an)(an)體系構成(cheng)。《辦法》在第(di)二(er)章進(jin)一(yi)步(bu)優化完善了應(ying)(ying)急(ji)預(yu)(yu)案(an)(an)分類,并針對各(ge)級人民政(zheng)府總體、專項和部門應(ying)(ying)急(ji)預(yu)(yu)案(an)(an),功能保(bao)(bao)障類應(ying)(ying)急(ji)預(yu)(yu)案(an)(an)、重(zhong)要目標保(bao)(bao)護應(ying)(ying)急(ji)預(yu)(yu)案(an)(an)、重(zhong)大(da)活動(dong)保(bao)(bao)障應(ying)(ying)急(ji)預(yu)(yu)案(an)(an),聯合應(ying)(ying)急(ji)預(yu)(yu)案(an)(an),鄉鎮(街道)預(yu)(yu)案(an)(an)、村(cun)(社區)應(ying)(ying)急(ji)預(yu)(yu)案(an)(an),大(da)型企業集團(tuan)應(ying)(ying)急(ji)預(yu)(yu)案(an)(an)以及工作(zuo)手冊、行動(dong)方案(an)(an)等(deng)支撐性文件等(deng),分別明確(que)了內容側重(zhong)點和編(bian)制要求。

三(san)是注(zhu)重操作實用,細化預案編(bian)(bian)制要(yao)(yao)求(qiu)。《辦法》在(zai)編(bian)(bian)制流程中完善了(le)各級各部門(men)編(bian)(bian)制應急(ji)預案制修訂計劃(hua)的(de)相(xiang)關要(yao)(yao)求(qiu),加強應急(ji)管(guan)理部門(men)對編(bian)(bian)制計劃(hua)的(de)統籌銜(xian)接;在(zai)編(bian)(bian)制前準備工作中,明確了(le)開(kai)展(zhan)風(feng)險評估(gu)、資源(yuan)調查、案例分析等相(xiang)關要(yao)(yao)求(qiu),以推動解決部分預案操作性和實用性不強等問題。

四是注重銜接(jie)協調,規范審核(he)(he)報批(pi)(pi)程序(xu)。《辦(ban)法》對(dui)應(ying)(ying)急(ji)(ji)預案(an)報批(pi)(pi)材料(liao)、審核(he)(he)內(nei)容(rong)等(deng)進(jin)行了完(wan)善,在流程設計中增加應(ying)(ying)急(ji)(ji)管(guan)理部(bu)門(men)銜接(jie)審核(he)(he)把關環(huan)節的(de)內(nei)容(rong),推(tui)動落實應(ying)(ying)急(ji)(ji)管(guan)理部(bu)門(men)綜合協調各(ge)類應(ying)(ying)急(ji)(ji)預案(an)銜接(jie)職責,強(qiang)化各(ge)層(ceng)級、各(ge)部(bu)門(men)、各(ge)地方預案(an)之間的(de)銜接(jie)和融合;同時,進(jin)一步明(ming)確了重大活動保(bao)障預案(an)、跨行政區域聯合預案(an)等(deng)的(de)審批(pi)(pi)程序(xu)。

六是注重實戰(zhan)導向(xiang),規范(fan)預案(an)演(yan)練制度。《辦法》對(dui)應急預案(an)的(de)演(yan)練策劃實施(shi)、演(yan)練評估(gu)(gu)指導等(deng)方面(mian)作出具(ju)體明(ming)確規定(ding)。特別(bie)是細化了演(yan)練評估(gu)(gu)的(de)核心內容(rong),明(ming)確各地區各有關部(bu)(bu)門(men)要加強應急預案(an)演(yan)練的(de)評估(gu)(gu)指導,應急管(guan)理部(bu)(bu)門(men)可根據需要會同(tong)有關部(bu)(bu)門(men)對(dui)下級(ji)人民政府及其有關部(bu)(bu)門(men)的(de)演(yan)練進行評估(gu)(gu)指導,推動解決演(yan)練實戰(zhan)性不(bu)夠強、演(yan)練成效不(bu)夠高(gao)等(deng)問題(ti)。

七(qi)是注(zhu)重科技(ji)(ji)賦(fu)能,強化(hua)(hua)預(yu)案數(shu)(shu)據管(guan)(guan)理(li)。《辦法》中(zhong)根據信息技(ji)(ji)術(shu)快速(su)發展變化(hua)(hua)和(he)應(ying)(ying)(ying)急預(yu)案管(guan)(guan)理(li)實(shi)際工(gong)作需要(yao),明確了各(ge)地區(qu)各(ge)部(bu)門(men)負(fu)責本行政區(qu)域、本部(bu)門(men)(行業、領域)應(ying)(ying)(ying)急預(yu)案數(shu)(shu)據管(guan)(guan)理(li)的職責任務,推動實(shi)現(xian)應(ying)(ying)(ying)急預(yu)案數(shu)(shu)據共(gong)享共(gong)用(yong)。對政府及其有關(guan)部(bu)門(men)運(yun)用(yong)現(xian)代信息技(ji)(ji)術(shu)推進(jin)應(ying)(ying)(ying)急預(yu)案管(guan)(guan)理(li)理(li)念、模(mo)式、手段、方(fang)法等創新(xin)提出要(yao)求(qiu),助力實(shi)現(xian)“科學應(ying)(ying)(ying)急、智慧應(ying)(ying)(ying)急”目標。

四、推(tui)動《辦法》落實的主要措施有(you)哪(na)些?

《辦法(fa)(fa)》的(de)(de)效力(li)在于實(shi)施(shi),《辦法(fa)(fa)》要求各(ge)(ge)地(di)區(qu)(qu)、各(ge)(ge)部(bu)門、各(ge)(ge)單(dan)位認真(zhen)做好(hao)宣(xuan)(xuan)傳(chuan)(chuan)教育和(he)培(pei)訓,抓好(hao)貫徹執行(xing)(xing),推(tui)動(dong)(dong)《辦法(fa)(fa)》落地(di)生根。一是加強(qiang)(qiang)《辦法(fa)(fa)》的(de)(de)宣(xuan)(xuan)傳(chuan)(chuan)培(pei)訓。各(ge)(ge)地(di)區(qu)(qu)各(ge)(ge)有(you)(you)關(guan)部(bu)門要結合實(shi)際,運用(yong)多種方(fang)法(fa)(fa)手段,組織開展(zhan)(zhan)培(pei)訓、宣(xuan)(xuan)傳(chuan)(chuan)教育、經(jing)驗(yan)交流等活動(dong)(dong),推(tui)動(dong)(dong)應(ying)(ying)(ying)急(ji)預案(an)(an)工(gong)(gong)作(zuo)相關(guan)人(ren)員對《辦法(fa)(fa)》應(ying)(ying)(ying)知應(ying)(ying)(ying)會,提升各(ge)(ge)有(you)(you)關(guan)方(fang)面(mian)的(de)(de)應(ying)(ying)(ying)急(ji)預案(an)(an)意(yi)識和(he)認知水平(ping)。二是開展(zhan)(zhan)新一輪的(de)(de)應(ying)(ying)(ying)急(ji)預案(an)(an)制(zhi)修訂(ding)工(gong)(gong)作(zuo)。各(ge)(ge)級應(ying)(ying)(ying)急(ji)管(guan)理部(bu)門加強(qiang)(qiang)統籌協調,各(ge)(ge)地(di)區(qu)(qu)各(ge)(ge)有(you)(you)關(guan)部(bu)門有(you)(you)計劃、分層次、有(you)(you)重(zhong)(zhong)點(dian)地(di)開展(zhan)(zhan)預案(an)(an)制(zhi)修訂(ding)工(gong)(gong)作(zuo),鼓勵生產經(jing)營單(dan)位、基(ji)層單(dan)位等結合實(shi)際、創新開展(zhan)(zhan)應(ying)(ying)(ying)急(ji)預案(an)(an)編修工(gong)(gong)作(zuo)。三是建立健全(quan)配(pei)套的(de)(de)制(zhi)度機制(zhi)。重(zhong)(zhong)點(dian)部(bu)門、重(zhong)(zhong)點(dian)地(di)區(qu)(qu)、重(zhong)(zhong)點(dian)行(xing)(xing)業和(he)大(da)型企業集(ji)團要及時修訂(ding)或制(zhi)定有(you)(you)關(guan)預案(an)(an)管(guan)理實(shi)施(shi)辦法(fa)(fa),健全(quan)配(pei)套制(zhi)度措施(shi),壓(ya)實(shi)責(ze)任鏈條,確保(bao)與《辦法(fa)(fa)》緊密(mi)銜接(jie)、形成(cheng)合力(li)。四是強(qiang)(qiang)化(hua)執行(xing)(xing)效果檢查評(ping)估。各(ge)(ge)級應(ying)(ying)(ying)急(ji)管(guan)理部(bu)門要加強(qiang)(qiang)對《辦法(fa)(fa)》貫徹落實(shi)情況(kuang)的(de)(de)評(ping)估和(he)指導,總結推(tui)廣成(cheng)功經(jing)驗(yan)和(he)創新做法(fa)(fa),推(tui)動(dong)(dong)提升應(ying)(ying)(ying)急(ji)預案(an)(an)體(ti)系建設和(he)管(guan)理水平(ping)。
